After the events in Chicago, San Francisco becomes the next city to install CTOS (Central Operating System) that connects everyone to everything. Marcus Holloway, a smart hacker from Oakland, California, punished for a crime he didn't commit. When he realizes that the system is secretly harming innocent San Francisco residents, he decides to team up with the DedSec hacker group to destroy the city of CTOS 2. 0 and Blume, the main company behind it. Marcus joins DedSec and collaborates with other hackers such as Sitara, Wrench, Horatio and Josh, who use their skills to expose corrupt organizations and companies that secretly use stolen CTOS personal data to their advantage. The game starts with the DedSec Marcus initiation test: removing your CTOS profile from the database. If he succeeds, he will be accepted into DedSec. He is soon warned of a fake church called New Dawn, which is a criminal organization. Finally, Marcus stumbled upon Bellwether, a data manipulation program provided by Dushan Nemek, Blume’s CTO, to manipulate global finance and politics. DedSec later enlists the help of old hacker Raymond "T-Bone" Kenny, who is determined to fight Bloom. With his help, DedSec manages to uncover the corruption of the FBI and many Silicon Valley companies, such as Nudle, Tidis, and Galilei, and topple the leaders of Tezcas, the violent street gang that kidnapped and killed DedSec member Horatio Carlin after he refused to cooperate with them. Learning that Blume plans to install a satellite network that will bypass submarine data transmission cables, giving Blume a monopoly on electronic data and exchanges around the world, they penetrate the launch zone of one of the satellites to install a gateway. To remove Bloom and Dushan permanently, Marcus breaks into Bloom's San Francisco headquarters and hacks their servers, revealing Bellwether's existence and Dushan's corruption. Dushan is arrested for fraud, and Blume is under investigation, although DedSec decides to continue the fight against Blume. In an expanded final scene added to the patch after its release, two unknowns note that more and more DedSec activist cells and groups are popping up around the world in response to the San Francisco flower scandal, and that it's time to implement their own plans and point out Watch Dogs: Legion and DedSec's growing global presence. Watch Dogs 2 features a new character, Marcus Holloway. All the hacks from the previous game are back with new, more detailed hacks called "contextual hacks". When a player activates the NetHack view, the entire screen turns into a hacker view with civilians, cars and all sorts of hacking possibilities. In Watch Dogs 2, you will become a part of DedSec and implement a co-op system where players can complete side missions and explore the world together with other players. New vehicles such as scooters and quad bikes were introduced. The player has RC Jumper and Quadcopter that can be provided at any time, allowing to hack the objects listed above. Parkour has changed dramatically, allowing the player to climb faster and move more smoothly around the area. Police AI has been radically reworked by its much-criticized predecessor, the Chicago Police Department. Now the police can arrest NPCs who commit crimes even if Marcus lies to them with false evidence and then arrests them. The police will also stop all street fighting and respond with lethal force to criminals who actively shoot at the player or themselves. They can also be seen more often on road patrols, which increases the chances of helping Marcus clean up an area full of bandits unless he intervenes himself. Another complement is the implementation of conflict. Two or more factions or gangs in a conflict may engage in major shootouts and even chaos in the conflict zone, offering the player a challenge and distraction. The player receives a notification in the top right corner of the screen when factions enter battle.
